I believe that is a game on the siege of Malta, the Knights of St John vs the Ottoman Empire, from one of the previous HMGS conventions.

This game is completely self contained and can be played solitaire without anything else. The game box indicates moderate solitaire capability, and I had no trouble playing it that way for the review.

Here I mean that if the fortress takes a step loss, you can turn the counter upside down to hide the current strength and over the course of a game, players tend to forget.

But yeah, I got burned at least twice by this trick.
