Well, I'd argue that it's not happening in the space (i.e. no space ships among the stars), but it still has all necessary tropes for the genre.

Master of Orion 1-3 + new Master of Orion, Endless Space 1-2, Freelancer/Rebel Galaxy, Stelleris, Starfleet command 1-3 and the vintage Freespace 2 are my suggestions.
